The Secretaries are undertaking a limited review of this Program to ensure it is meeting the needs of subsistence users and the Secretaries’ obligations under Title VIII. \nA public scoping process will inform the Secretaries’ review.  The regulations applicable to the Federal Subsistence Management Program are set forth at 36 C.F.R. Part 242 (Agriculture) and 43 C.F.R. Part 51 (Interior).  The Secretaries intend to focus this review on the following topics: \n\nThe 2024 move of the Office of Subsistence Management\, from within the U.S. Fish and Wildlife Service of the Department of the Interior\, to the Office of the Assistant Secretary for Policy\, Management and Budget of the Department of the Interior;\nCriteria for regional advisory council membership;\nMembership of the Federal Subsistence Board;\nFederal regulations and state regulations for duplication and inconsistency;\nRegulations applicable to special actions;\nRole of the State of Alaska and its Department of Fish and Game in the Federal Subsistence Management Program; and\nBoard policies and procedures for rural determinations.\n\nInput is requested on these topics and on other topics that may benefit from review.   A 60-day public scoping period will begin following a published notice in the Federal Register.  A joint open house is scheduled in Anchorage during the public scoping period (see above).  A report with a scoping summary and recommendations for responsive action will be developed in early 2026. DESCRIPTION:Yakutat Fish and Game Advisory Committee Meeting and Elections The Yakutat Fish and Game Advisory Committee will be holding a public meeting and elections on Friday\, January 30th at 7:00 pm in the Yakutat High School Auditorium. The agenda will include the following items: * New Business: Board of Fisheries Proposals a. Proposal 162: Prohibit commercial transport services in subsistence fisheries b. Proposal 163: Define all trawl gear operated inside state waters as non-pelagic and develop new performance and monitoring standards to allow state-waters pelagic trawling to occur on a case-by-case basis c. Proposal 164: Establish bottom contact monitoring requirements for pelagic trawl gear operated inside state waters d. Proposal 165: Establish salmon excluder requirements for all pelagic trawl gear operated inside state waters e. Proposal 166: Amend statewide definition of a mechanical jigging machine f. Proposal 167: Prohibit vessels from having other groundfish gear or equipment onboard while participating in a groundfish fishery using mechanical jigging machines or hand troll gear g. Proposal 168: Prohibit vessels from having more than one groundfish gear type onboard when participating in a state-managed groundfish fishery h. Proposal 169: Create a definition of groundfish coil spring or ‘slinky pot’ i. Proposal 173: Provide emergency order authority to define fishing boundaries when regulatory markers are lost\, destroyed or otherwise absent j.
