The Secretaries are undertaking a limited review of this Program to ensure it is meeting the needs of subsistence users and the Secretaries’ obligations under Title VIII. \nA public scoping process will inform the Secretaries’ review.  The regulations applicable to the Federal Subsistence Management Program are set forth at 36 C.F.R. Part 242 (Agriculture) and 43 C.F.R. Part 51 (Interior).  The Secretaries intend to focus this review on the following topics: \n\nThe 2024 move of the Office of Subsistence Management\, from within the U.S. Fish and Wildlife Service of the Department of the Interior\, to the Office of the Assistant Secretary for Policy\, Management and Budget of the Department of the Interior;\nCriteria for regional advisory council membership;\nMembership of the Federal Subsistence Board;\nFederal regulations and state regulations for duplication and inconsistency;\nRegulations applicable to special actions;\nRole of the State of Alaska and its Department of Fish and Game in the Federal Subsistence Management Program; and\nBoard policies and procedures for rural determinations.\n\nInput is requested on these topics and on other topics that may benefit from review.   A 60-day public scoping period will begin following a published notice in the Federal Register.  A joint open house is scheduled in Anchorage during the public scoping period (see above).  A report with a scoping summary and recommendations for responsive action will be developed in early 2026. These proposals seek changes to existing Federal subsistence regulations for the taking of fish and shellfish on Federal public lands in Alaska. Proposals submitted during the current regulatory cycle can be found here. \nIn addition\, the Board is asking for your comments on existing fisheries closures that will be reviewed by the Subsistence Regional Advisory Councils and the Board during this fisheries cycle. The fisheries closures being reviewed can be found here. \nYou may email your comments to the Federal Subsistence Board at subsistence@ios.doi.gov. Those without email access may mail comments to the address above or fax them to (907) 786-3898. Please refer to a specific proposal number or fisheries closure number in your comments. All comments received by July 31\, 2026\, will be included in the meeting materials for the appropriate Subsistence Regional Advisory Councils (RACs) to discuss at their fall meetings and the Board at its spring 2027 meeting. Comments received after July 31\, 2026 will be forwarded to the Board for their consideration but will not be included in RAC meeting materials or in any proposal analyses. \nBefore making decisions on these proposals\, the Board considers technical analyses prepared by its staff\, recommendations from the 10 RACs\, and any written public comments and oral testimony it receives on the proposal\, along with Tribal comments received during government-to-government consultations\, consistent with the Tribal Consultation Policy\, and comments received from Alaska Native Corporations. The Board may consider and act on alternatives that address the intent of a proposal while differing in approach.
